Two bond pushes shaping the year

Two of East Mesa's largest taxing bodies are both heading toward bond questions, and the totals matter for every property owner in the region.

Key facts:

  • City of Mesa: $285M bond. Targeted at roads and public safety. Mark Freeman and Lance Webb named in the Tribune coverage.
  • Mesa Public Schools: $449M bond. Against $1.4 billion in identified capital needs. Tyler Moore and Dr. Matt Strom named.
  • Both questions in the pipeline for 2026 ballot consideration.

The MPS ask is the bigger story for East Mesa specifically. Most of the region's school capacity sits inside MPS (Red Mountain, Mountain View, Skyline, plus the elementaries and junior highs feeding them). A $1.4 billion capital-needs figure is the district acknowledging the gap between what its buildings require and what current funding covers. A $449M bond gets MPS to roughly a third of that need. Eastmark CFD No. 1 and No. 2 set FY26-27 budgets Thursday. CFDs (Community Facilities Districts) are special property-tax districts that fund Eastmark's local infrastructure: roads, water, and sewer inside the community. Three parallel actions May 21:

  • CFD No. 2: public hearing on the tentative budget, plus the final budget resolution and the levy resolution that sets the per-$100 of assessed value rate.

  • CFD No. 1: final budget resolution.
